Dr. William Penney, Doctor of Behavioral Health, NJ Licensed Marriage & Family Therapist (Clinical Director)

As the Clinical Director of the agency, Bill’s goal is to ensure that every patient receives the highest quality mental health services available. His background:

• He has more than 30 years experience providing a range of mental health services to individuals, families and couples.
• He previously served as the director of a large residential treatment facility for psychiatrically impaired children and adolescents.
• For more than twelve years, Bill taught on the graduate level at Seton Hall University.

Bill’s main goal is to help his clients improve their daily functioning as well as improve the quality of their relationships. 

Gerard Tully and Matthew Bialkowski are staff members at our facility. They are both licensed professionals with decades of experience.

Gerry Tully, Ed.S, LMFT, LCADC

Years of experience: 15 +

Gerry Tully is a licensed MAR/FAM therapist and a certified  counselor. He has worked extensively with a diverse population as Director of a mental health center for 15 years. A graduate of Seton Hall, he has also counseled in a clinic for 8 years. In addition, he is a certified hypnotherapist and is trained in EMDR.

Matthew Bialkowski, LPC, LCADC

Years of experience: 20 +

Matthew is a licensed professional counselor with over 20 years of experience.
